Tema Port-Global Fund saga: government sets up intergovernmental committee to address future delays

Containers of medical shipments from the Global Fund that were stuck at the ports have finally been cleared by the Ghana Revenue Authority (GRA). Out of the 182 containers, 14 have been successfully released and delivered to the Ministry of Health. These containers contain essential health commodities such as malaria rapid diagnostic tests, malaria injections, malaria medicine, and antiretroviral medications for HIV patients.

The delay in clearing the containers was attributed to non-payment of third-party fees, causing public outcry. The Ministry of Finance had already paid GHS40 million for the medications, but additional fees resulted in the hold-up. Furthermore, some stakeholders in the health sector were unaware of the new exemption arrangement, contributing to the delay.

To prevent future delays, an intergovernmental committee has been formed, consisting of representatives from the Ministry of Finance, GRA, Ghana Ports and Harbours Authority, and the Ministry of Health. This committee will collaborate to address issues promptly as they arise.

The Deputy Commissioner of the Customs Division of GRA, Emmanuel Ohene, expressed his satisfaction with the clearance of the first batch of medical supplies. He emphasized the importance of working with GRA to take advantage of exemption laws to avoid charges and penalties at the port.

Alhaji Hafis Adams, Chief Director of the Ministry of Health, acknowledged the efforts of all officials in resolving the issue of the stuck containers. He reassured the public that the Global Fund had not suspended its support to Ghana and that the remaining containers were expected to be delivered by April 19.

The clearance process for the remaining containers is ongoing, with delivery to the warehouse expected soon. It is crucial that all stakeholders cooperate to ensure the timely distribution of these vital medical supplies to various health centers across the country.
