UTAG, the Ghanaian University Teachers Association, is demanding that the Public University Bill, 2020 be withdrawn right away.
The Bill, which has been re-submitted to Parliament for reconsideration, has been characterized by UTAG as dangerous, regressive, needless, and in violation of Ghana’s 1992 Constitution.
The Association chastised the government in a statement for not consulting with pertinent education sector players prior to bill drafting.
UTAG voiced their displeasure and asked the administration to reconsider its approach and start productive dialogues.
The proposed Bill, which was introduced in 2020, would allow the president to select five members of the university’s Governing Council—including the Chairman—out of the nine members.
Furthermore, as stated in the Bill, the president has the power to dissolve the Council in an emergency. Only one representative may be appointed by unions, and that representative must rotate every cycle.
Many stakeholders are unhappy about these rules because they feel that there is too much power concentration and not enough representation, which has led to continuous arguments and debates.
