Warnock’s first managerial position was at Gainsborough Trinity, a non-League team, from 1980 to 1981. From 1981 to 1986, he was the manager of Burton Albion. From 1986 to 1989, he was the manager of Scarborough, when in 1987 he was promoted to the Football League.
Later, he managed Notts County (1989–1993), moving the team from the Third Division to the First Division in a series of seasons. But the club was demoted the season before the First Division was renamed the Championship, and he was fired as a result.

After a brief time at Torquay United (1993), where he was promoted to the new First Division, he moved to Huddersfield Town (1993–1955). He left his role and joined Plymouth Argyle, and between 1995 and 1997, he guided them to the Second Division.
He spent time with Bury (1998–1999) and Oldham Athletic (1997–1998) after being sent out. In 1999, Warnock joined Sheffield United, his youth team. In 2003 and 2006, he assisted them in reaching the League Cup, FA Cup, and Premier League semifinals.
