Robert Earl Moore, who was born in 1949 in Portland, Oregon, later moved to Tacoma, Washington, with his family. He participated in high school football there.
After completing his high school education at Mount Tahoma, Rashad earned an athletic scholarship to the University of Oregon in Eugene. He majored in elementary education at Oregon and played football for the Ducks under head coach Jerry Frei. He also joined the fraternity Omega Psi Phi.
Rashad ran into trouble with the law in Portland during his junior year of college. In November 1970, he was charged with felony theft. Early in 1971, he entered a guilty plea to a lesser offense, a misdemeanor.
