Skipper was created in the Denver enclave of Arvada, Colorado. He participated in football at Ralston Valley High School, where as a senior he was named to the 5A all-state team. He contributed to Ralston Valley to the state semifinals during his senior year. Skipper was given many scholarship opportunities, but in the end decided to attend the University of Arkansas.

Skipper participated in all twelve of the Razorbacks’ contests as a rookie, starting eight of them. He set a school record for a single season with three field goal attempts blocked. He received the All-American Consensus honor. Skipper started all 13 of the team’s games as a sophomore and was named an honorable mention for the Associated Press All-SEC team. He started all 13 of his games as a junior, earning him a spot on ESPN’s All-SEC team. He was selected for the ESPN, Phil Steele, Athlon Sports, Lindy’s Sports, Sporting News, and Coaches Poll All-SEC team as a senior.
