Carr was the youngest of three children born to Rodger and Sheryl Carr in Bakersfield, California. He and his family lived in Bakersfield before moving to Sugar Land, Texas, in 2002, when his oldest brother, David Carr, was selected first overall by the Houston Texans, who were in the process of expanding. Carr returned to Bakersfield with his family for his senior year, where he attended Bakersfield Christian High School.
Carr began his high school career at Clements High School in Sugar Land, Texas. After starting on the freshman team his freshman year, he was promoted to the varsity team as a sophomore. He had not prepared for the role of starting quarterback, but a preseason injury to another quarterback thrust him into it.
Carr advanced steadily as a starter for the Clements High School Rangers. As a sophomore, he passed for 1,246 yards and 12 touchdowns, and as a junior, he passed for 1,622 yards and 16 touchdowns. Carr led his team to an undefeated 13-0 season (including playoffs) as a junior before losing in the quarterfinals of the 2007 Class 5A Division 2 State playoffs in Region 3 to the eventual champions, the (also undefeated) Katy High School Tigers.
