Vicky Phelan, an Irish advocate for healthcare whose work on the CervicalCheck cancer scandal is perhaps best remembered, died on November 14, 2022.
Phelan was raised in Limerick after being born Victoria Kelly in Mooncoin, County Kilkenny. She went to the University of Limerick (UL), where she earned a BA in European Studies. Jim Phelan, with whom she had two children, was the man she had been married to.
