Väino Uibo was born on October 7, 1942, in Tartu, Estonian SSR, Soviet Union. He graduated from the Tallinn State Conservatory Performing Arts Department in 1970. Between 1970 to 1975 and 1977 to 1981, he was an actor at Vanemuine Theatre, and between 1981 to 1989 at Ugala Theatre.
Väino Uibo was the head of the Kuressaare Town Theatre (Estonian: Kuressaare Linnateater) from 1998 to 2001. Besides theatre roles, he appeared also in four films. From 1993 until 1998, he was the mayor of Elva.
Väino Uibo was survived by his wife and two sons.
