Milbern was born with congenital muscular dystrophy on May 19, 1987, at the US Army Hospital in Seoul (CMD). Her father was white and her mother was Korean, so she was mixed-race.
She relied on her family as caregivers as a child, but when she came out as gay, she was afraid of her evangelical Christian parents’ judgment and intended to move away.

Milbern started working in disability rights leadership roles at the age of 16, including as the National Youth Leadership Network’s Community Outreach Director.
