Sergei Plekhanov was born on May 7, 1946, in Moscow, USSR. He received a B.A. and an M.A. in International Relations from the Moscow State Institute of International Relations and a Ph.D. in history from the Institute for the Study of the US and Canada of the Soviet Academy of Sciences. From 1988 to 1993, he was the deputy director of the Institute for the Study of the US and Canada.
From 1989 to 1991, Dr. Plekhanov served as Soviet Affairs Consultant with CBS News, and from 1991 to 1992, he was a consultant for the production of the HBO television film Stalin in which he wrote the Russian subtitles, starring Robert Duvall.
