Teamer was born and raised in New Orleans, Louisiana, where he graduated from Brother Martin High School. As a senior, he was named first-team All-Metro and first-team All-State after racking up 116 tackles, two interceptions, and a sack.

Teamer played for the Tulane Green Wave for four seasons. By the end of his freshman year, he was a cornerback starter. In his junior year, he recorded 48 tackles (3.5 for loss), broke up two passes, blocked a punt, and recovered a fumble, returning it 52 yards for a touchdown.
Teamer was chosen to the second team of the American Athletic Conference as a senior after finishing with 72 tackles, six passes disallowed, and an interception. In 46 games played, he recorded 197 tackles, 15 passes defended, three interceptions, and three sacks to cap his collegiate career.
