Dowden was born on August 1, 1978. He was raised in Bricket Wood, Hertfordshire, and attended Parmiter’s School in Garston, Watford, a largely selective state comprehensive school.
He stated that he received an “outstanding state education” before attending Trinity Hall, Cambridge, to study law.
