Luis Manuel Rubiales Béjar, a former professional defender who appeared in 53 La Liga games over three seasons, is a Spanish football official.

He was born on August 23, 1977. He serves as vice president of UEFA and as president of the Royal Spanish Football Federation (RFEF).

Rubiales was born in Las Palmas, Canary Islands, to hairdresser Angeles Béjar and primary school teacher Luis Manuel Rubiales Lopez. He was reared in the Granada Province’s Motril.

Rubiales played for Guadix CF, RCD Mallorca B, UE Lleida, Xerez CD, Levante UD , and Alicante CF throughout the most of his playing career.

On August 29, 2004, he entered a 1-1 away tie against Real Sociedad to make his debut in the Spanish top division.

Rubiales signed a one-year contract with Scottish Premier League team Hamilton Academical, it was announced on August 4, 2009.However, he departed the team and went back to Spain after just three league matches.

Rubiales was chosen to lead the Association of Spanish Footballers (AFE) in March 2010.

He resigned from his position in November 2017 in order to run for president of the Royal Spanish Football Federation,which he did in May 2018.

The FIFA Disciplinary Committee temporarily banned Rubiales for 90 days on August 26, 2023.
