Kevin Francis Herbert Maxwell was born in 1959 and was the fourth son of publishing magnate Robert Maxwell. His father was Jewish, while his mother was a Huguenot Protestant French Protestant.
Beginning in 1960, the family lived in Headington Hill Hall, which also housed the offices of Robert Maxwell’s Pergamon Press. Maxwell attended Marlborough College before attending Oxford University.
