Mairai was raised in Mataiva, Tuamotus, after being born in Papeete on November 28, 1945. He was educated at Lycée Paul-Gauguin in Tahiti before moving to Graceland University in the United States to study fine arts. Once back in French Polynesia, he worked as a sailor before joining the Territorial Office for Cultural Action.
