Pernin, born on January 20, 1942, is the son of fellow politician Paul Pernin [fr]. He spent 20 years as a journalist for Le Monde. He was elected Mayor of Paris’s 12th arrondissement in 1995, running on Camille Cabana’s list, and later served as an advisor to President Jacques Chirac.
In 2001, he competed against socialist Michèle Blumenthal [fr] before losing narrowly in the second round. However, he was elected to the Council of Paris that same year. In 2007, he ran for the National Assembly in Paris’s 8th constituency but lost in the first round despite receiving 12.31% of the vote.
In 2008, he refused to run for MoDem and instead ran as an independent. He received 6.50 percent of the votes.
