Tugendhat was born in Westminster, London, to High Court judge Sir Michael Tugendhat and his French wife, Blandine de Loisne. Lord Tugendhat, a businessman, former EU Vice President, and Conservative Party politician, is his uncle.
He attended St. Paul’s School, an all-boys independent school in London. He studied theology at the University of Bristol before pursuing a Master’s degree in Islamic studies at Cambridge’s Gonville and Caius College and mastering Arabic in Yemen.

Tom’s uncle is Christopher Samuel Tugendhat, a British Conservative Party politician, businessman, corporate director, journalist, and author. He was a Member of Parliament from 1970 to 1977, then a member of the European Commission, and in 1993 he was given a life lordship with a seat in the House of Lords, where he still sits.
Christopher’s younger brother, Michael, and nephew, Tom Tugendhat, have served as Conservative Members of Parliament for Tonbridge and Malling.
