He was reared in the neighbouring town of Eltham after being born in Sidcup, Greater London, to Terry and Linda Arter. He has a sister named Carly and three brothers named Benji, Daniel, and Paddy.

Internationally, Arter represents the Republic of Ireland. June 2015 marked his senior debut. He represented his country at the under-17 and under-19 levels of competition.

After completing the Charlton Athletic youth academy, he started his professional career there and made his debut in 2007. Before being released, he had loans with non-League teams Welling United and Staines Town. He then joined Woking.

He spent a season at Woking before rejoining Bournemouth in the Football League, where he eventually made the first team after being loaned to Carlisle United in 2011. In 2013, he helped Bournemouth get promoted to the Championship and,  two years later, to the Premier League.

For an undisclosed sum, Arter signed a three-year contract with Nottingham Forest of the EFL Championship on September 22, 2020. Arter lost favour at Forest swiftly, and the team was amenable to letting him go by January 2021.

Arter was informed at the conclusion of the 2020–21 campaign that he was free to depart the team and was not part of manager Chris Hughton’s plans. Nevertheless, a condition that extended Arter’s contract by an extra year, until 2024, was activated by Nottingham Forest’s elevation to the Premier League in the 2021–2022 season.
