Magic is the only explanation. She was performing a blood and fire ritual to rouse the sleeping dragons. Her hair does burn off in the books. But even there, the ritual’s magic protects her.

Her hair does burn in the novel. It’s fairly simple to imagine that happening.

In the series, they’d have to go to the trouble of making her appear bald, then gradually grow her hair back. Because walking unharmed from a fire in a fantasy setting will always be “because of magic,” you might as well leave her hair on. In any case, she looks better with it.

She doesn’t mind losing the garments because it’s significantly easier from a production sense.
