Harmon grew up in Magnolia, Delaware. He attended Caesar Rodney High School in Camden, Delaware, and was a member of the Caesar Rodney Riders.
From 2009 to 2012, Harmon was a member of the Rutgers Scarlet Knights football team while attending Rutgers University. After his senior year in 2012, he was named first-team All-Big East Conference at safety[6] and played in the NFLPA Collegiate Bowl.

Harmon was chosen by the New England Patriots in the third round (91st overall) of the 2013 NFL Draft. Along with Logan Ryan, he was the Patriots’ second-round pick in 2013. (84th overall).
Many draft evaluators and analysts considered Harmon’s selection by the Patriots in the third round to be a stretch. Because he was not expected to be drafted, ESPN and the NFL Network did not play his college highlights, as is customary with draft announcements.
