Luis Rubiales, the former president of the Spanish Football Association, has been slapped with a three-year ban from all football-related activities.
FIFA suspended Rubiales for 90 days on August 26 to safeguard an investigation into his conduct during the Women’s World Cup final.
The incident in question occurred during the awards ceremony in Sydney on August 20, when Rubiales kissed Spain player Jenni Hermoso on the lips and made a lewd gesture while celebrating Spain’s 1-0 victory over England.
He also carried Spain player Athenea del Castillo over his shoulder during the post-match celebrations.
Although Rubiales initially attempted to remain in his position, he eventually resigned as the Spanish federation president and a UEFA vice president last month. His punishment is a result of a breach of Article 13 of the FIFA disciplinary code.
Spain international Hermoso had previously filed a legal complaint over the kiss, and Rubiales is also facing a criminal investigation in Spain. However, he maintains his innocence.
FIFA has not disclosed the specifics of the verdict issued by its disciplinary committee judges.
According to FIFA, Rubiales has ten days to request a motivated decision, which may subsequently be published on the organization’s legal website.
The decision can still be subject to appeal before the FIFA Appeal Committee.
In a statement, FIFA reiterated its commitment to upholding the integrity of all individuals and ensuring that the basic rules of decent conduct are upheld.
