Suster was elected to the 114th Ohio House of Representatives in 1980 as a Democrat from the 18th district. In 1981, he started working. He was reelected in 1982 to continue serving the 19th district due to redistricting that followed the US census in 1980. He retained the term until 1993, when he was elected to the 14th district.
On July 19, 1974, Suster wed Patricia Hocevar at St. Paschal Baylon Parish in Highland Heights, Ohio. They have seven grandchildren and three children.
