René Garrec was born on December 24, 1934, in Lanvéoc, France, and raised in the same place. He attended Caen-Normandy University. He was a member of the UDF, then of the UMP. He entered the Council of State, as master of requests, then state councilor in 1997. In the Senate, he served and chaired the law commission, before becoming the first quaestor.
René Garrec was close to Jacques Chirac and Jean-Pierre Raffarin. He was succeeded by Pascal Allizard the upper house of Parliament in 2014.
