The founder and CEO of Operation Underground Railroad (O.U.R.) is Timothy Ballard. Additionally, he is in charge of the O.U.R. Jump Team, which performs rescue operations. Ballard started his career working for the Central Intelligence Agency, where he specialized in Latin American and terrorism-related matters.
Ballard spent more than ten years working for the Department of Homeland Security as a Special Agent, during which time he was sent undercover for the U.S. Child Sex Tourism Jump Team and given a position on the Task Force on Internet Crimes Against Children. Ballard has carried out covert operations to infiltrate child trafficking networks both domestically and internationally. Through this work, he has been able to stop many of these organizations from operating and free a large number of youngsters from sex slavery.
Ballard is an expert in conducting Internet investigations, particularly when they involve file-share networks, which are frequently used by paedophiles and people who trade in child porn. He has trained hundreds of law enforcement officers both locally and abroad ineffective procedures for rescuing children from child sex slavery.
