Frankel is the only child of interior designer Bernadette Birk and horse trainer Robert J. Frankel. Her mother was a Welsh Roman Catholic, and her father was a German-Jewish. When Frankel was four years old, her father abandoned her mother. When she was five years old, her mother wed the Italian-born, Roman Catholic horse trainer John Parisella. Frankel recalls having a challenging upbringing. According to Frankel, her mother “was always drinking” and frequently got into violent arguments with her stepfather. Frankel stated that she had moved several times and attended several schools before attending boarding school. As a girl, Frankel attended Catholic schools and graduated in 1988 from the Pine Crest School in Fort Lauderdale, Florida, where she lived on campus. She attended the Natural Gourmet Institute in New York City, Boston University for two years, and graduated from New York University with a degree in psychology and communications.

Frankel moved to Los Angeles in 1992 with the intention of becoming an actress. While she had some minor acting roles, she also worked as a nanny for Paris Hilton and as a personal assistant to Jerry and Linda Bruckheimer. Frankel also worked as a production assistant on the set of Saved by the Bell during this time. Frankel used these connections to launch her first company, “In Any Event,” a party-planning firm that failed. Her next venture was reselling pashmina scarves she purchased in bulk from an Indian manufacturer.
